The cell-based structure enables a local church to function fully and effectively as God's apostolic community.

1. The cell-based church is a church that is organized and functions in small groups.

2. These small groups are the church scattered in the world. This means that the cell-based church is not confined to a location or a building.

3. Care cells are the basic life form of the cell-based church, just as the cell is the basic life form of the human body.  The life of the church flows in and through the cells.  People participate in the life of the church by joining the cells.

A cell-based church is NOT a church with small groups. Small groups in such a church are merely a ministry of the church among many other ministries. These groups are normally an option among many for the members to participate in.
